This man was a gypsy living on the banks of the River Jhelum in Pakistan. He and the rest of the encampment, lived in an area where local villagers would throw their trash. The residents of the camp would repurpose everything and reuse it. During the water months, many operated small ferry boats. When the dry season came, the whole camp would move on to another area.
